I have told this so many times ..The 1,320-megawatt (MW) Udangudi thermal power project, for which bids were floated on Sunday, marks the first major power project to be taken up by the All India Anna Dravida Munnetra Kazhagam (AIADMK) regime, nearly two years after the assumption of office.
As per the plans of the Tamil Nadu Generation and Distribution Corporation (Tangedco), the prospective uting agency, which has to carry out the project on EPC (engineering, procurement and construction) basis, should finance the debt component of the project, which would come to approximately 75 per cent of the total project cost of around Rs. 8,400 crore.
Contract for the project is expected to be awarded by September, officials say. Pointing out that 420 hectares have been acquired in Tuticorin district for the project, they add that there is enough land for putting up one more unit of 660 MW.
Referring to a project of similar capacity that was cleared in Rajasthan, an official says that the cost of the EPC component of the project will be around Rs. 5,700 crore. As a thumb rule, the cost per megawatt will eventually be Rs. 6 crore.
Originally conceived five years ago as a joint venture project between the erstwhile Tamil Nadu Electricity Board (TNEB) and the Bharat Heavy Electricals Limited (BHEL), the Udangudi project got stuck over a host of issues including coal linkage.
In February last year, Chief Minister Jayalalithaa announced the termination of the understanding with the BHEL and said the project would be taken up as a State-sector project. The Tangedco has bought the share of the BHEL by paying about Rs. 54 crore. In view of uncertainty over getting linkage for domestic coal, the State government has decided that imported coal be used essentially for the project.
Later this week, the Tangedco is also expected to float bids for another 1,320-MW project, called Ennore Special Economic Zone (SEZ) Thermal Power Project. As in the case of Udangudi, this will also be implemented, using imported coal. The proposed plant will come up on the site that was once used as an ash dyke for the North Chennai Thermal Power Station.
Besides, bids from two major power players, BHEL and Lanco Infratech, have been received for the 660-MW ETPS (Ennore Thermal Power Station) expansion project. The estimated total cost of the five units, totaling 3,300 MW, is around Rs. 21,000 crore.
Even as the Tangedco is banking on imported coal for its new projects, it has also applied for the allocation of a coal block from the Central authorities. A senior official says that the Tangedco has fulfilled all the norms laid down by the Centre.

The Tamil Nadu Generation and Distribution Corporation (Tangedco) has floated a global ter for a 1,320 MW supercritical thermal power project in Tuticorin District.
The contract is for EPC and debt financing to set up the 2x660 MW coal-based power plant at Udangudi in south Tamil Nadu.
The move is in line with the State Government’s announcement last year to implement the project as a State sector project. It had earlier been envisaged as a joint venture with BHEL in 2008 but the joint venture was dissolved. According to Tangedco’s Web site, the Tamil Nadu Government has alienated 305 hectares of land in favour of the utility and acquisition of 114 hectares of land is being processed.
MMTC has given consent letter for the annual supply of 4.5 million tonnes of coal imported from Indonesia.
This is one of the three projects the State Government has said it will launch in the current year.
The others are the Ennore 660 MW expansion project and Ennore-SEZ 2x660 MW project. The total investment in the three projects is about Rs 21,000 crore.

Thorium is a clean nuclear fuel of strategic importance for both nuclear energy generation and nuclear-tipped missiles. The beaches of Orissa Sand Complex, Manavalakurichi in Kanyakumari district of Tamil Nadu and the Aluva-Chavara belt on the Kerala coast have been identified under the Mines and Minerals (Development and Regulation) Act, 1957, as the main monazite bearing areas in the country. In most other countries, thorium reserves are embedded in rocks which require elaborate processing to extract. Public sector Indian Rare Earths Limited divisions at Chatrapur in Orissa, Manavalakurichi in Tamil Nadu, Chavara and Aluva, and its own research centre in Kollam in Kerala, is the only institution authorised to extract thorium from monazite sands. If the Comptroller and Auditor-General were to audit the accounts of the IREL and the Department of Atomic Energy, custodians of fissile minerals, the coalgate scam would look like small change. The missing thorium, conservatively estimated at $100 a tonne, works out to about Rs 48 lakh crore, putting all other UPA scams in the shade.

f the many power projects inching closer to completion in the State, the Tamil Nadu Generation and Distribution Corporation (Tangedco) is now paying greater attention to three new projects, which will generate 3,300 megawatt (MW).
The new projects, all coal-fired, will have five units, each with capacity of 660 megawatt (MW). Their cost will be Rs. 20,000 crore.
While the Ennore Thermal Power Station (ETPS) expansion project will have one unit of 660 MW, the Ennore Special Economic Zone (SEZ) thermal power project and the Udangudi thermal power project will have two units each of similar capacity.
All the projects will employ the super critical technology, associated with better heat rate, less coal firing, less CO2 emission and more environment frily functions when compared to conventional plants using sub-critical technology.
On Friday, the Corporation ed technical bids received for the ETPS expansion project. A couple of leading players in the field of integrated power plant equipment manufacturing have submitted their proposals. On scrutiny of the technical bids, the Tangedco will examine, in a few months, price bids given by the players.
In respect of the other two projects, the Tangedco is planning to invite ters shortly.
As regards the ETPS expansion project, all approvals have been secured including environmental clearance of the Union Ministry of Environment and Forests and the Tamil Nadu Pollution Control Board’s consent for establishing the project, officials of the Tangedco say.
The nod of the Expert Appraisal Committee (EAC) of the Union Ministry has been obtained for Udangudi, which was originally proposed to be taken up as a joint venture project involving the erstwhile Tamil Nadu Electricity Board (TNEB) and the Bharat Heavy Electricals Limited (BHEL). Even after the EAC’s nod, the Union Ministry took the stand that unless coal linkage was firmed up, it could not grant environmental clearance.
When the project remained in limbo, Chief Minister Jayalalithaa, in February 2012, announced her government’s decision to implement it as a State sector project, ensuring the availability of the entire power generated to the State. It was decided to implement the project with imported coal.
As for the Ennore SEZ Thermal Power Project, the Committee agreed to recomm it for environmental clearance subject to the receipt of a study on the presence of heavy metal in coal. The Tangedco has commissioned the study to Anna University, which is likely to submit its report soon.
As imported coal is going to be used for all these projects and the Corporation has tied up with MMTC on a long term basis for supply of 10 million tonnes of coal, the Tangedco officials are hopeful that environmental clearance will be secured sooner or later.
Land
While the ETPS expansion project will be implemented within the premises of the existing station, the Ennore SEZ Thermal Power Project will be taken up on a portion of land, originally meant for ash dyke of the North Chennai Thermal Power Station. The authorities have reclaimed 500 acres of land where the second project is going to be uted. In respect of Udangudi, which is in Tuticorin district, the proposed plant will come up on poromboke land.

Mr Nava...Neenga potta mettur plant super OOOO super ... china product ..After crossing 400MW plant is going down...Mr arcot given almost 90%of the amount in 2010 itself without completing the project...just because of Jaya....this is plant is atleast try to generate some amount of MW...Now also it is down due to oil leackage ... this 16 or 14 hour power cut may be for 1 week.. once Vallur-2 north chennai-2 and mettur start their generation ( down to some maintenance and oil leakage) ..then power cut will come to 6 hours ...

Raasi Green Earth Energy Private Ltd (RGEE), which has signed a memorandum of understanding with Tamil Nadu Industrial Development Corporation (TIDCO) for establishing Rs 920 crore solar energy park at Paramakudi in Ramanathapuram district, will develop the park by May. The land acquisition process is to be completed by the of this month.
According to sources, C. Narasimhan, Chairman, RGEE, giving details of the progress of the project at Ramanathapuram recently, said that the company had acquired 200 acres and will complete the process of acquiring 600 acres by the of this month. The park will be ready in the next three months. The company has entered into a tie-up with Larsen and Tubro, CanadianSolar, Enerpark and Sgurr to develop the park after signing the joint venture agreement.
The park will have “semi plug and play facility” for investors, who wished to set up their power plants, he added. It will also have facilities for power evacuation besides common infrastructure support. A dozen companies have evinced interest in setting up power plants in the park. Raasi will invest about Rs 200 crore in the project. It will develop the park at a cost of Rs 120 crore and establish a 10 MW unit at a cost of Rs 80 crore. The second solar energy park in the State will come up in Krishnagiri. Other solar parks will be established in the districts of Tiruvannamalai, Ariyalur, Pudukottai, Dharmapuri, Tiruchi and Perambalur, Narasimhan said, according to sources.

North chennai power plant was not completed at all, who said it is almost completed. all DMK folks are telling lie.. know the truth first .. BHEL delyed north chennai power plant .. (A 380-metric-tonne stator motor meant for the North Chennai Unit-II project from its Haridwar plant on its way fell into the river after a small bridge near Bhopal collapsed. It had to be sent by sea to Chennai where again it got delayed over duties etc. BHEL share has fallen rapidly from 65% to 45%. Chinese , Japanese and MNCs like L&T are fast capturing the market.14 per cent (5.7 Gw) of the planned capacity in India was missed because of BHEL’s failure to provide equipment on time.) Project was delayed almost 1 year ... know the truth before you comment .. thane thailver did not take any action on bhel for such delay.....North chennai and vallur is going to this month ... ...
