many central psu , offices do not have scope for corruption. State services with public contact are all highly corrupt with much scope for collection. Name any public service, RTO, Sub Registrar, police, revenue dept, forest, etc etc. All have political support also. Tough to eradicate. The point is many who retired from central service or PSU lead life with just pension only. No graft money.
