New Delhi: The Parliamentary Standing Committee on Education, Women, Children, Youth and Sports has stressed that securing the complete confidence of states is essential to successfully advance the vision of the National Education Policy (NEP).

Headed by Congress MP Digvijay Singh, the committee noted the absence of an organised institutional mechanism to gather feedback on NEP implementation. It recommended creating a centralised nationwide tracker at the university level to monitor progress in higher education.

“The Committee has observed that a synergised collaboration between stakeholders is required for the successful implementation of the NEP. Education is in the concurrent list of the Constitution, and it is therefore critical to have the complete confidence of the states,” the report said.

However, the panel pointed out that the Ministry of Education has not outlined how it is engaging with states that have expressed reservations about elements of the NEP in higher education. It recommended that the Ministry develop a mechanism to coordinate with such states on any concerns raised.

The report flagged that feedback collection has been left entirely to universities, without a clear channel for them to share inputs. Calling this “uncalled for” given the policy's significance, the committee reiterated the need for a formal mechanism to receive feedback from all stakeholders and to suggest policy improvements.
