External Access: These EFSO valves can be located in various places, including the wings or fuselage, and some can be operated from outside the aircraft. Purpose: The primary purpose is to allow ground personnel to quickly isolate the fuel supply to the engine in situations where the cockpit controls are inaccessible or malfunctioning. Examples: While not all aircraft have externally accessible fuel shutoff valves, they are common on larger commercial and military aircraft So it was closed by SOMEBODY EXTERNALLY PURPOSEFULLY DURING INSPECTION / CLEANING OF THE AIRCRAFT EXTERNALLY and that is why with the available fuel in the pipeline from that shut off valve place to engine plane flew and fell down immediately. Who closed it???Only the maintenance Staff by somebodys instruction. Who closed it??? For what???Who instructed???
The probability of fuel switch not switched on is also to be checked. As the remaining fuel in the pipeline may be used till takeoff till accident happened
