You're a fool if you think the Modi govt is developing infrastructure in the Kashmir valley to appease Muslims. First of all, Kashmir is a part of India, and it cannot be ignored just because a particular community lives there. By doing so, we would send the message that we don't consider this region as ours. Secondly, the govt is making extra efforts to facilitate army movement, to show the world how different Indian Kashmir is from PoK, among other reasons.
