Kerela financial crisis remains the same for the last 15 years thanks to low tax base and high social welfare expenditure . Their survival is because of liquor business like Tamilnadu . Similar situation will appear in Tamilnadu soon . Classic example is tamilnadu Transport corporations where they do not have money to pay for final settlement for retired employees. No fuel company wants to give fuel on credit, strictly cash and carry The reason is simple revenue is much less comparing the expenses so it is running under deficit . So no money for new investment . Only junks are running on the road as devils .This cash deficit can not be maintained for a long time unless state government pumps money continuously from treasury . Very unfortunate , In Tamilnadu , lot of heroic empty dialogues and hollow promises knowing it can not be implemented .
