Better file a writ in the court. Collector petition will take a long time. At last the collectors order will be either rejection or compensation. My mother had a very bitter experience in this. Her petition was rejected by Chennai collector with no reason. With no proof and proper enquiry with the opposite party collector rejected. This clearly shows that the collector had taken a lethargic decision without thinking the life of senior citizen. So do not waste your energy and time with collectors or any govt.offcials. I can understand your financial problem. But you can get solution only with court.
